Can a player in my inactive roster get used as a reserve?

No. Players on the right-hand side of your roster page are designated as Inactive and that means that they will not appear in a BBM game. They will still continue to accumulate appearances in their stat pool if they play in real life but they just aren’t eligible to play for you until you activate them.
